What i do is make layers that have like what you want each part of the animation to be, then save it as a .gif file with it saved as an animation

If you have Photoshop, go to Windows>Animations and it'll open up your animation timeline. For each new slide you make, that's a different movement.

I learned by watching video tutorials on YouTube, so try that.
